अंतरराष्ट्रीय बुजुर्ग दिवस या अंतरराष्ट्रीय वृद्धजन दिवस


*अंतरराष्ट्रीय बुजुर्ग दिवस या अंतरराष्ट्रीय वृद्धजन दिवस*

प्रतिवर्ष 1 अक्टूबर का दिन अंतरराष्ट्रीय बुजुर्ग दिवस या अंतरराष्ट्रीय वृद्धजन दिवस के रूप में मनाया जाता है।

अंतरराष्ट्रीय वृद्धजन दिवस मनाने की शुरुआत सन् 1990 में हुई थी। विश्व में बुजुर्गों के प्रति होने वाले दुर्व्यवहार और अन्याय को रोकने के लिए लोगों में जागरूकता फैलाने के लिए 14 दिसंबर 1990 को यह निर्णय लिया गया। तब यह तय किया गया कि हर साल 1 अक्टूबर को अंतरराष्ट्रीय वृद्धजन दिवस के रूप में मनाया जाएगा, और 1 अक्टूबर 1991 को पहली बार अंतरराष्ट्रीय बुजुर्ग दिवस या अंतरराष्ट्रीय वृद्धजन दिवस मनाया गया।

वर्तमान में पूरे विश्व में लगभग सत्तर करोड़ लोग 60 वर्ष से अधिक उम्र के हैं। 2050 तक, 2 अरब लोग, दुनिया की आबादी का 20 प्रतिशत, 60 या उससे अधिक उम्र के होंगे। वृद्ध लोगों की संख्या में वृद्धि सबसे ज्यादा विकासशील देशों में होगी। वरिष्ठ नागरिकों की विशेष जरूरतों और उनके द्वारा सामना की जाने वाली चुनौतियों पर ध्यान देना बहुत जरूरी है।

*भारत में बुजुर्ग पेंशन राशि में बढ़ोतरी और स्वास्थ्य सेवाओं के रूप में 'आयुष्मान भारत योजना' का लाभ प्रत्येक वरिष्ठ नागरिक को मिलना चाहिए*

वरिष्ठ नागरिकों को सम्मानपूर्वक जीवन जीने का अधिकार होना ही चाहिए, इसलिए यह जरूरी है कि वरिष्ठ नागरिकों को मिलने वाली पेंशन की राशि में बढ़ोतरी हो। यह अत्यंत दुःख की बात है कि अभी भी कई राज्यों में मात्र दो सौ रुपये प्रतिमाह या कुछ अधिक (पर हजार रुपये से कम) बुजुर्गों को पेंशन दी जाती है। पेंशन राशि ऐसी होनी चाहिए, जिससे बुजुर्ग अपना गुजारा सम्मानपूर्वक कर सके। इसके अलावा, बुजुर्गों की सबसे बड़ी समस्या बढ़ती आयु के साथ गिरते स्वास्थ्य की होती है, स्वास्थ्य सेवाओं के रूप में 'आयुष्मान भारत योजना' का लाभ प्रत्येक वरिष्ठ नागरिक को मिलना चाहिए, अतः भारत सरकार की 'आयुष्मान भारत योजना' में सभी वरिष्ठ नागरिकों को शामिल किया जाना चाहिए, ताकि इस योजना का लाभ सभी वरिष्ठ नागरिकों को मिल सके।

Following is the relevant Para of the budget speech 2018 by the Fiance Minister.

Relief to senior citizen
152. A life with dignity is a right of every individual in general, more so for the senior citizens. To care of those who cared for us is one of the highest honours. To further the objective of providing a dignified life, I propose to announce the following incentives for senior citizens:
- Exemption of interest income on deposits with banks and post offices to be increased from `10,000/- to `50,000/- and TDS shall not be required to be deducted on such income, under section 194A. This benefit shall be available also for interest from all fixed deposits schemes and recurring deposit schemes.
- Raising the limit of deduction for health insurance premium and/ or medical expenditure from `30,000/- to `50,000/-, under section 80D. All senior citizens will now be able to claim benefit of deduction up to `50,000/- per annum in respect of any health insurance premium and/or any general medical expenditure incurred.
- Raising the limit of deduction for medical expenditure in respect of certain critical illness from, `60,000/- in case of senior citizens and from `80,000/- in case of very senior citizens, to `1 lakh in respect of all senior citizens, under section 80DDB.

These concessions will give extra tax benefit of `4,000 crores to senior citizens. In addition to tax concessions, I propose to extend the Pradhan Mantri Vaya Vandana Yojana up to March, 2020 under which an assured return of 8% is given by Life Insurance Corporation of India. The existing limit on investment of `7.5 lakh per senior citizen under this scheme is also being enhanced to `15 lakh.

NEW ISO TECHNICAL COMMITTEE FOR AGEING SOCIETIES

The world’s population is ageing, just like each of us. As we enter the era of “super-aged societies”*, governments, communities and businesses need to adapt. A new ISO technical committee has just been formed to help.

In 2017, the number of people worldwide aged 60 years or over had more than doubled since 1980, and it is expected to double again by 2050 to reach nearly 2.1 billion **. The changing demographics of our society bring with it pressures and challenges ranging from healthcare to the local bus. But opportunities are rife too.

The recently established ISO technical committee ISO/TC 314, Ageing societies, aims to develop stand¬ards and solutions across a wide range of areas, to tackle the challenges posed as well as harness the opportunities of older people in our world.
ISO/TC 314 Secretary Nele Zgavc from BSI, ISO’s member for the UK, says dementia, preventative care, ageing workforces, technologies and accessibility are just some of the areas of standardization that the com¬mittee proposes to work on.

“Ageing societies have global implications,” she explains. “Governments and service providers need to effectively cater to the needs of their populations as they age, for the benefit of society as a whole. There is a crucial need for standards to support this so they can provide a high-quality level of service and harness the opportunities that ageing societies hold.”

ISO/TC 314 is currently composed of experts from 30 different countries including those previously involved in ISO’s Strategic Advisory Group on ageing societies and in the development of the International Workshop Agreement IWA 18, Framework for inte¬grated community-based life-long health and care services in aged societies.

TAX EXEMPTIONS / CONCESSIONS PROPOSALS TO SENIOR CITIZENS IN UNION BUDGET 2018-2019

Finance Minister has announced some significant concessions/exemptions to the senior citizens while presenting union budget for 2018-2019 on 1st February 2018.

(1) INTEREST INCOME FROM BANKS: Exemption of interest income on deposits with banks and post offices to be increased to Rs. 50,000 from Rs. 10,000 (on interest income previously allowed for savings accounts. (Section 194A)

(2) TDS EXEMPTION: TDS not required to be deducted under section 194A. Benefit also available for interest from all fixed deposit schemes and recurring deposit schemes. (Section 194A: For quick and efficient collection of taxes, the Income tax Law has incorporated system of deduction of tax at the point of generation of income. This system is called “Tax Deducted at Source” normally known as TDS. Under this system, tax is deducted at the point of origination of income. Tax is deducted by the payer and the same is directly remitted to the Government by the payer on behalf of the payee.) In other words, starting from 01.04.2018, no TDS will be deducted from interest income up to Rs. 50,000 by banks in case of senior citizens.

(3) HEALTH INSURANCE PREMIUM: Hike in deduction limit for health insurance premium and/ or medical expenditure from Rs. 30,000 to Rs. 50,000. (Section 80D)

(4) MEDICAL EXPENDITURE: Increase in deduction limit for medical expenditure for certain critical illness from Rs. 60,000 (in case of senior citizens) and from Rs. 80,000 (in case of very senior citizens) to Rs. 1 lakh for all senior citizens. (Section 80DDB)

(5) STANDARD DEDUCTION: Standard deduction of Rs 40,000 on salary and pension.

(5) PRADHAN MANTRI VAYA VANDANA YOJANA: Proposed to extend Pradhan Mantri Vaya Vandana Yojana up to March, 2020. Current investment limit proposed to be increased to Rs. 15 lakh from the existing limit of Rs. 7.5 lakh per senior citizen.
